@bancek, thanks this script saved me time.
@holesocks, you're right about INDEX 01 data being in mm:ss:ff (minutes, seconds, frames) format, and CD Audio (Red Book) has 75 frames per second, so line 35 should be:
tracks[-1]['start'] = 60 * t[0] + t[1] + t[2] / 75.0
(change 100 to 75).

I made this FFmpeg based command line utility https://github.com/jeanslack/FFcuesplitter, it has some interesting options and is flexible enough for most needs, the results seem accurate.
