From service telemetry to monitor primitives

Status: working synthesis from customer telemetry experiments. This is a product hypothesis, not a final schema or implementation contract.

Goal

Given a service and environment, produce a small set of grounded L0 signals that L1 can turn into monitors. The result should cover familiar request services and common asynchronous workers without requiring our team to encode
