Vanilla HTML + Vite Scaffolding

Starter setup for a Vite project on the vanilla-ts template, with format-on-save working from the first commit and every dependency pinned to an exact version.

Biome lints and formats. Prettier handles the HTML embedded in src/main.ts, which Biome cannot format. EditorConfig covers the files neither of them touches. bunfig.toml stops bun add from writing version ranges.
